The Teeswide Safeguarding Adults Board is facilitating a dedicated virtual learning workshop on Mental Capacity, as part of a Safeguarding Adult Review (SAR), adopting a learning-focused approach to promote best practice and shared understanding across the partnership.
We are pleased to welcome Neil Allen of LPS Law, a leading expert in the field, who will facilitate this full-day workshop.
The session will take place on Tuesday 2nd December 2025, from 9:30am to 4:30pm on Microsoft Teams.
This workshop is specifically designed for Senior managers, Operational managers, Principal Social Workers, and Legal teams across our partnership. Attendees will be expected to cascade the learning within their own organisations to support wider understanding and practice improvement.
The session will explore key areas including:
- The Mental Capacity Act
- Executive Functioning
- Inherent Jurisdiction
- Court of Protection
- SF SAR
- Other local/national SARs
To support ongoing learning, a suite of resources—including learning briefing, Presentation, and fact sheets—will be shared following the session.

More about Neil Allen
Neil is a Senior Lecturer at the University of Manchester and a Barrister at 39 Essex Chambers. With particular interests in human rights, mental health and incapacity law, he teaches undergraduate and postgraduate students, and regularly delivers training for a variety of audiences including health and local authorities, s12 doctors, GPs, AMHPs, the Royal College of Psychiatrists, and law firms. He has been involved in many of the leading cases in this field, including Cheshire West, N v ACCG, and Re X. In 2024 he was shortlisted for Barrister of the Year in the Court of Protection and is consistently ranked in Chambers and Partners and in the Legal500.
