Annual Consultation Progress
The Annual Consultation process commenced on 1 October 2019 and will close on 14 February 2020.
337 responses have been received to date; 270 from professionals and 67 from the general public. AM
advised that there is still some work to do in regards to engaging with appropriate service user groups.
The Board agreed for articles regarding Loneliness and Isolation to be published in each of the Local
Authority Residents Magazines. To date articles have been published in the Hartbeat magazine in
Hartlepool and the Love Middlesbrough publication.
Learning Training & Development – Patrick Rice
Initial Conference Evaluation
The Understanding Exploitation across Tees Conference was organised by TSAB, the Office of Police
and Crime Commissioner and Cleveland Anti-Slavery Network. The event was attended by over 141
delegates from across 38 organisations. 76 initial evaluation forms were completed and a brief review
of the initial evaluation forms has been completed. 96% of delegates rated the conference as
excellent/good. The speaker from SPACE who shared their own personal experience with delegates
was well received. A full analysis will be undertaken as well as a post event impact assessment
exercise.
Policy Procedures and Practice T&F - Angela Legg
The TSAB Procedures flow charts have been updated to reflect the suggested amendments following the
October TSAB meeting. A separate guidance document was originally planned to be used in conjunction
with the flowcharts however it is now felt that the flowcharts are detailed enough and do not require this
supplementary guidance. The Business Unit are also looking to establish whether the flowcharts can be
made more interactive on the website for users. A formal launch of the procedures will be discussed at
the next Task and Finish group meeting.
Safeguarding and Promoting the Welfare of Children and Adults at Risk Guidance.
This document has been revised to include the new Safeguarding Children Partnerships. Members
agreed for the title of the document to be changed to ‘Think Family Guidance’. The Guidance was
ratified.
Guidance for causing others to undertake the S42 enquiries
One of the recommendations following the SAR case is that of causing others to undertake Section
42 Enquiries. The Independent Reviewer has identified that Solihull Safeguarding Adults Board
already have this guidance, the Solihull Board have been approached and they have agreed that the
TSAB can adapt their guidance. Members agreed to the adaption of the Solihull guidance.
Safeguarding Adults Review (SAR) – Jill Harrison

Links with Community Safety Partnerships
It has been recognised that there are a number of common themes that the SAR Sub-Group is
considering which have also been highlighted in recent DHR’s. To promote joint working, learning and
shared priorities the Community Safety Partnership Leads and the Directors of Children’s Services
have been invited to the TSAB Development Day in March.
SAR Policy & Procedures – For Approval
The SAR Policy and Procedures have been updated to reflect work carried out nationally surrounding
legal considerations for SAB’s. Slight amendments have also been made to the ToR in relation to
Data Protection and Malpractice. The document was ratified by members.
