To identify the cohort a matrix was designed to interrogate police systems over a 2 year period.
This interrogation creates a score to be used. Recency, Frequency, Gravity and Victims (RFG)
To date, 15 MATAC meetings have been held which have been supported by over 25 partner
agencies.
43 perpetrators have been accepted by the project to date. 24 of those cases have now been
discharged from the process.
On admission into MATAC perpetrators are given an entry score (RFG) and on exiting the
programme results have shown that the RFG score has reduced by 13%.
A reduction in further victims and associated victims has also been seen through perpetrators’
family trees.
Overall the MATAC has received a positive and encouraging response from partners. An
operational process has been developed, tested and revised where necessary. Cleveland Police
have been supporting other force areas to develop their process and the work being carried out is
beginning to show an impact.
Moving forward the MATAC is now embedded and is business as usual.
Cllr Ann McCoy (AMc) questioned how the MATAC interacts with schools and asked if it links in with
Operation Encompass. JM advised that the MATAC does not directly link with Operation Encompass but
has links with Children’s Social Care and School Health and therefore any intelligence is shared with the
relevant organisations.
JM explained that Clare’s Law disclosures are also given to new partners where the perpetrator was
involved in a domestic abuse incident. A Clare’s Law disclosure would also not be given out without
Domestic Abuse support available to them.
A call for action by the organisation Respect has recently been circulated, Respect are asking for the
Government to instigate a Domestic Abuse Perpetrator Strategy. They are asking for long-term solutions
to domestic abuse that address the behaviour of perpetrators and fully supports victims and survivors,
including children. Cleveland Police are signing up to it and it is suggested that all agencies also do so.
JM advised that she will recirculate the call for action so that it can be issued with the minutes of the
meeting.

Matters Arising
CQC & Cleveland Police - Memorandum of Understanding
CQC, Cleveland Police and the four local authorities met and following this a presentation will be given to
Board by Jean Pegg (JP).
Crimes Against Older People - The Poor Relation
Simon Walker (SW) enquired if the Board had had sight of the National Report. It was clarified following
the meeting that the document had been shared at the September TSAB meeting. AB advised that a
briefing paper was due to be provided for the Safer Stockton Partnership however this has yet to be
presented. SW to clarify with Lisa Orchard (LO).

The VEMT strategy was drafted 13 months ago however it was identified that adults were not included.
