The Modern Slavery Strategy is nearing completion, an Anti-Slavery Network meeting is taking place on
13 December 2019 to review the next steps.
Victim Care Pathway
The Victim Care Pathway is due to be published in the coming weeks. The Pathway will be published on
the TSAB Website and a Task & Finish Group has been established by the PCC’s office to review how to
communicate the pathway across Tees.
Whorlton Hall Findings Update
The review remains ongoing. Margaret Brett (MB) to liaise with Karen Agar (KA) and an update to be
circulated with the minutes.

Agenda Item 5 TSAB Quarter 2 Performance Report – Draft Presenter: Angela Legg
Angela Legg (AL) highlighted the key points from the Quarter Two Report 2019/20:
The number of concerns received by the LAs are becoming more consistent each year with a similar
number of concerns being reported each quarter.
As anticipated, the number of Section 42 Enquiries has continued to significantly increase during Q2,
in comparison to previous years. The Section 42 Enquiry figures have been impacted by the reporting
mechanisms being implemented by two of the LAs from Q3 last year. However, the volume has been
further affected this quarter by enhanced reporting mechanisms being introduced by a further LA.
The two main areas of abuse continue to be Neglect & Acts of Omission and Physical. Neglect and
Acts of Omission has significant increased during this quarter when compared to Q1 due to the
improved reporting mechanisms by 3 of the LAs.
The two main locations of risk are Own Home and Care Homes. Overall the number of Section 42
Enquiries reported in an Adults Own Home has increased slightly again this quarter. Further analysis
of the Own Home category indicates the main source of risk to be the adult, is a person known to the
individual with a clear link to Domestic and Financial & Material Abuse.
3 out of 5 Performance Indicators are rated green this quarter.
There is a lot of activity and support around the Responding to and Addressing Concerns Protocol
across all LAs.
Domestic Abuse reporting from all 3 Health Trusts has increased this quarter.
Nearly half of the domestic abuse incidents reported into Cleveland Police during this quarter involved
a repeat victim (a victim of similar incident within the past 12 months) which is the same repeat rate
seen in Q2, 2018/19.
